Workaround №1
- Close Steam.
- Press the Windows and R keys from the keyboard to open the Run Dialog box and type:
steam://flushconfig
- Click OK.
- Clear the Steam - Download Cache.
- Run Steam and test.
Note: This process will not affect your currently installed games.
Workaround №2
- Close Steam.
- Navigate to Steam > bin and copy the steamservice.dll file.
- Navigate to Program Files (x86) > Common Files > Steam.
- Paste and replace the steamservice.dll file.
- Run Steam and test.
Workaround №3
- Close Steam.
- Open the Steam folder.
- Right-click on the Steam.exe application > Properties.
- Click on the Compatibility tab.
- Check Run this Program as an Administrator and click OK.
- Run Steam and test.
